Another option here.
The new wave could be ANTI-CHUMMING. Dropping a bag of CHUM that turns-off fish feeding. It's being played with by those that practice catch-and-release fishing. Some ethnic cultures practice Catch&Kill regardless of legal size and limit restrictions.
Anti-Chumming can work.

Chumming is already illegal in Minnesota.

“You cannot deposit fish parts or other material into public waters (chumming) to attract fish. Page 37.

Artificial lights to attract fish are illegal. Page 33.

Chemicals (including scent attractors) are also illegal as are spring devices like jaw jackers.

Several folks have mentioned just cause you don’t have the most expensive tools don’t mean you can’t do the job. I don’t fish tourneys so don’t have an opinion on ban or not. Do know I have a power auger a fl-18 and some nice combos. And have been out fished by as of last season was a 81 year old guy who has been fishing the lake back when it was a creek. Hand auger no electronics and schooly reels! So go figure!
