what is the best way to catch walleye through the ice?

It all depends on where you are going to be fishing for them. I use tip ups so that I can cover a lot of water and then jig while watching them. I normally fish after dark with lights on the tip ups. Where are you planning to fish?

Oneida jig and move. Don't stay in one place too long. Just moving twenty feet at a time can be enough to get on fish. Large kastmasters,pimples and jigging raps work. A flasher helps more than you can imagine. If you mark a fish high bring your bait to it and more times you'll get bit than not.

we are going to Chippewa bay and/or mile arm bay.

If you plan on fishing one area for a while set up tip-ups and jig close by.  Jig with a pimple or a jigging rap.

I have never fished either for walleye but if you jig with a spoon and move around until you find them then put out a few tipups and keep jigging you should do alright.
