I have had my best luck fishing for cusk here in Maine during late Jan early Feb. However, they spawn during mid to end of Feb and move into the shallows.  I have caught them at night any where from 5'-30' of water right on the bottom. Bait, the stinkier the better. I use dead salt water smelts, and leave them out thawed for a few days to "ripen". I usually cut them in half or quarters, they are 6"-10" long. Any Stinky bait will probably do. Good luck and bring lots of light!!!
