ugly stick spl 1100 medium act

Would this rod be a descent rod for jaw jacker.Fishing mainly smaller trout etc

I would think medium would be to heavy. You'd be fishing with 4lb-6lb test line. I would look for a med light or a light action.   I have not actually picked up this rod so I could be wrong.

I have 2 different medium action Ugly Stick rods. Either one of them work well with home made lip rippers. SO yes they will work with your Jaw Jackers. The 28" or 36" should work. Even though they are called medium the really are not like any other mediums I have.
