Perch bite all day.
Agreed, usually.  Not yesterday!  After we moved, I was marking a ton but after around 2pm they'd just swim up and look.  No dice.  Slow bite all day, but totally dead after 2pm.

5pm to 5 am.  And that's the truth.  Catch more fish from 5 p.m. to 7 p.m. than guys out there from 7 a.m. to 5 p.m. other than that, the best time is when they r hungry

Perch are sight feeders and dont have the best night vision, so the best time for them seems to be 9-3. Some of my best crappie bites have been at sunrise and sunset. Crappies have great night/low light vision.
