Lack of ice huts on Jacks Lake

This past weekend I went fishing on Jacks lake with a few friends as we do this every year, and we were in shock that there was but one permanent ice hut.  Usually you can see 10-20 permanent huts.  Does anyone know why?  It's really puzzling to us.  We thought that maybe the fishing regulations had changed but we couldn't find any data saying that it had.
