Strikemaster TCII issue - spinning at idle?

I had a Strikemaster TCIII 49cc that seized. Got a used replacement powerhead TCII and installed it. Fired right up - when it warmed up it would slowly spin at idle. I seem to think the idle was a tad high but didn't play with it.

Will a high idle cause it to spin on its own or do I have a clutch issue?
cant hook it! have to be honest!! looking for used underwater camera & older snowmobile in the MA area.

99% likely that it's the idle.

idle screw needs to be turned out a bit

If that doesn't fix it, a clutch spring may be busted.  Hopefully it's just a high idle.
