heaters for bait tanks

I got a tank in my uninsured garage and I need a heater... I have a stock tank heater in it now on a timer but its just gets it to hot when the heater kicks in for the 15minutes... its 60 degrees..... what do you guys use?

I have used the heaters for livestock they have 2 kinds 1 gets the water like hot shower but the other 1 keeps it right above freezing witch is what I want,very durable
