I would say no, but who knows. On my way to work I shined my headlights on a local swamp this morning, seemed frozen as far as i could see. This was in Luzerne county. I would say the lakes further north could be locked up, but I would say no where near safe. This is opinion based, did not drill any holes. I know a larger lake closer to home is wide open with 10 yds of skim around the edge. This is a larger lake and the wind could be the reason for such little ice.
