Speeding up video to create time-lapse effect

I am having trouble finding this option. I am unsure if I have an outdated version of I-movie or a different version than all of the U-tube tutorials. When I double click my project nothing happens-it just selects the clip.

After a little google searching I see that I have Imovie 2008 which does not have this option. We have a 2008 macbook. What does one have to buy to download imovie 11? Or do we have to do a computer upgrade?

Any help or suggestions would be appreciated.
