Perch seem to like them.  Gills and crappies too.  Of course the trout like em too.

In general though I think a lot of species will hit them.  Know a guy that caught a 15lb cat on 1 waxie and small jig.

Waxies are one of the best baits out there, Jig em alive with a little pinch on the tail to let the body juice out, its a natural fish attractant !

Mousies are Ring tailed Maggots, larva of Drone flies !

not as tough as mousees but fish love em.  trout, bluegills, crappies, perch.  once they turn grey or black they are worthless.  Cull those out of your bait box.

I use them on perch and trout. Never caught any bigger species of fish on them.  But when using them we were not targeting bigger fish. We would catch the heck out the trout up at Crow, Granite/Cristal. But it was hard to find them in Laramie still white and alive. 
No one left behind.

I use waxies for perch and trout.  I always pinch the tail.    Great bait

I sometimes will twist my waxies in half.  You can twist those buggers 7-8 times around before the bust open but then you have 2 halves.  If they are extra finicky just use a half.   Hooking both halves works well too though.

I have caught trout, perch, Walleye, and cats on them.  Usually the walleye and cats just happen to hit it when I am fishing for perch.

Anything will hit and I've caught fish on them after they've turned brown just not as many fish. Great Bait though.

Call me crazy, but idobetter on buffalo bill with waxies then sucker meat. The lakers love em,and the cuts die for em!! No pun intended ;D ;D ;D
