To use smelt as bait, you have to jig them up from the lake you're fishing in. Or, get pre-packaged salted smelt.

To use smelt that you did not catch from the lake you are fishing, it has to be from a company that pre-packages it, like you find in the sporting goods aisles. Otherwise DEC will give you a ticket. Make sure you have the package with you at all times.

Price Chopper has frozen smelt, $5.99 for a pound bag, maybe 25 in it. Never counted. But they are not legal for bait! Good enough for YOU to eat, but not good enough to fish with! NY State needs to re-evaluate their bait policies. I am all for keeping invasive diseases and species out of our waters but some of their laws are just plain stupid. Don't these people think about some of the laws they pass? Soon they will outlaw Common sense!

What if you use then frozen herring either whole or strips like they use for trolling for kings on Ontario?? They are certified disease free.  Just a suggestion. I know it's not smelt but fish is fish.

Check the bait regulations!  Its a lot cheaper than going to court and having to pay a fine.

Now that's an interesting question.  How often have you caught a really nice fish, and it pukes up a bunch of pin smelt.  Or when cleaning some fish, you check its stomach and it's filled with tiny minnows.  Last year I started fishing with only perch bait to test this, and will continue this year.  Perch bait under the ice, suspended 20' down, and on bottom.  So far 10lb pike.  Another 10lb pike on Champlain.  Maybe I'll get worn out by dink perch, but we'll see.

The smelt volume appears to be a bit lower this year on RL but they are there.  Bring some back up bait, preferably emerald shiners if possible but try to jig up smelt as soon as you get there and catch plenty of them because you're gonna use 'em all up on them hungry lakers!

You can order packaged, preserved Smelt of any size from a hatchery. Due to bait regs. they aren't allowed to ship fresh frozen Smelt to NY.
