Drove by Chartley pond today around noon while working and Slughead was out there again. He only had 6 traps in the water.

His arms must have been sore from drilling 15+ holes a day.

If he got pinched he wouldnt be fishing. Nor would he still be breaking the law with more then 5 traps.

We have the same problem at Barton's Cove.  A certain group of folks not only goes over the limit for gear, but they will keep everything.  I know some folks will say they are feeding their family's or they have a Lic. and it's public water, but how many five gallion buckets of pan fish that aren't over 6" long does it take to over fish a spot.    The EPO won't do much and one of their stations is less than 15 miles from the Cove.

Do panfish even have a limit?

There is a old Chinese guy where i fish in the summer and it is the same thing.  One after another, dropping panfish into his bucket.  Someone even told me he once grabbed a turtle laying eggs at the side of the road and put it in his trunk.  Some people ruin it for everyone.

The EPO's don't have a "station".  Montague is just a building where they drop off paperwork or use the phone and/or computer.  Apparently it's the only place for all of them in Western Mass, so they don't just hang around and patrol nearby.  Mostly, there is nobody there, and catching one in the building is just luck.  Even then, it might be one that works in the Berkshires or something.  They're dispatched out of Boston and work a assigned district - so if your EPO is on a day off or on vacation, there is nobody in the area.  I know this personally from trying to get EPO's to deal with other types of violations. They tell me there are only about 75 across the state now, and more than half those work on the coast or on patrol boats on the ocean.  They're about half as many as there is supposed to be, and they're getting another budget cut this year.  One of them who has been on for almost 30 years told me that about half of them are going to retire in 2012 because they haven't hired in so long, and they're going to get their retirement cut if they stay after that date.  I have yet to meet any EPO that's under 45 years old, and most of them are mid-50's or older. It will be a sad day for people who care about and enjoy the outdoors when that happens because there will be nobody to call. They're not hiring either.
