For Cusk Fishing in NH...

Look at the 2010 NH Freshwater Fishing Digest under the definition of cusk fishing device on pg. 6 Then go to page. 27 for a description and list of lakes that you can fish for them...

You can also find the info online at the NH Fish&Game website: http://pub.jfgriffin.com/doc/jfgriffin/10nhfw/2009120301/  

Baits used are often shiners or suckers fished on rocky flats on/or near drop offs in 20-60 ft of water...

If you take fish gut or a gutted shiner and put it on a cusk device you will surely catch one.
