There is an adhesive that will do the job. It's use extensively around salt water and on boat work and is very sticky stuff. Fishermen in Alaska use this goop all the time. Adheres to most everything so be careful and keep it off your clothes and fingers. MMM 5200 (Three M Company product) comes in fast cure and regular versions, both in white or black. Regular takes about 3 days to fully cure and is pretty much a one way street once it's stuck. The fast cure will achieve full strength in about a day, but doesn't have the same holding power in my judgment. I have used it on boat hulls, auto repairs, stuck it to glass, repaired waders and rain gear, and used it on boat cover fabrics with no failures. It's not cheap but can be bought from some hardware stores (Home Depot I believe), online, and larger Marinas. It's worth the price and will do what you are asking here if your fabric is clean.
