I should say i fish mostly back waters an eddys that freeze well. After you set up, stay away from your tipups. That seems to matter when only fishin few inches of ice.

I fish Hudson River at Spiers Falls (NYS Boat Launch).  I have my best luck fishing in the cove to the left as you pull into the boat launch area.  Got a real nice pike (35") two years ago on a 5" sucker for bait on my tip-up that was returned {as all fish must be from the Hudson}.  Did see a guy get a 26" brown on the other side of the river in 2011 when the river was locked up pretty good.  However, I do not venture out beyond the cove and it is especially scary when you get nearer themain river bed to see your bait swept with the current when you put it through the hole to set your tip-up.
Some guys say they do well on walleyes from 5pm until 8pm in this area.  Many can stay in their cars and watch their tip-ups when it gets too cold if they have the reflective flags.  I only tried this once, but didn't do too well.  Never had much luck in the second cove except in the late Spring when the Skidmore girls come to swim.

I've fished on the Niagara in certain spots but have to be really careful - I only go to spots I know well and also helps that I grew up right on the river . definitely can have changing ice thickness within a few feet distance due to currents - safest bet is to stay in slack-water areas and areas with slow current!
