If it is a big broodstock that was planted is it still a state record ?

I just cant see a record for a fish that has been eating liver pellets its whole life. A record should be for fish that are not raised to that size. I can see a stocked trout that has been a holdover for a few seasons but not a fish just planted.

What if you are into chasing the stocking truck and caught the fish 5 minutes after it was dumped off the truck is it still record........ I just cant understand why this would be done.
