Horsetooth

I was wondering if anyone one knows if and when horsetooth is usually fishable and where and how to fish, any help would be great.

No ice fishing allowed on Horsetooth, the water levels are constantly changing making it unsafe. I've seen several winters were it never even froze. Brian
