frabill straight line

I'm just wondering what's the draw to this or technique. Is there something special ?

It keeps the jig from spinning around in circles.  I picked up the 27quick tip one, going to use it for gills in shallow water.  The rod seems to be very sensitive, waiting to try it out but unfortunatly dont have any ice yet.
