I can't possibly know all the state/province rules so I'm relying on honesty and other members to keep things honest.  ;)

directly from the website... 3rd Sat in june through Nov. 30th min. size 12 inches limit 5. Dec. 1st through friday preceding the 3rd saturday in june catch and release only, artificial lures only. So technically they are "in season" you just cant keep them. The definition of catch and release is as follows...
Quote
catching and immediately releasing the caught fish without harm. Measuring, weighing and photographing of the fish are permitted as long as the fish is not removed from the water for an extended period or handled in a manner that could cause it harm. Fish may not be placed in a bucket, tub, livewell, on a string or any other holding device. Catch and release angling is only permitted during the open season for a particular fish species. Catch and release angling during the closed season, or for endangered or threatened fish species is prohibited.

Where I live in Northern NY the surrounding area including the adirondack park, raquette river system and st. lawrence, it is illegal. No catch and release what so ever. I was always told it was the same way throughout the state. My bad guys. :-\

They water i fish is catch and release only for everything so it really does not matter what is in season.   So does that make it ok to put bass in the contest??   Really need to figure this out.

Yes.  If it is ok to fish for them.  Catch and release during ice season then yes.    Champlain has bass open from dec 1 till season opens   So Champlain it's ok.    Check the regs for the lake you fish
