Perch are in there,go east down the shore from the main boat ramp and fish in shallow water 15-20 feet, small fish not worth the effort.

My best perchin' has always been shallow out at the reg res, more like 8-10 feet.  Small fish is an accurate description though.  A buddy caught a few this winter, but numbers are way way dwon from 4 or 5 years ago.

Anyone heard any theories as to why?

we fished there last weekend ..8-10 inches of clear blue ice with patchy snow ...marking fish on the fishfinder at around 15 to 20 feet but could not get any to bite...so we will try again

Fished it this morning.  10"-12" of ice with heavy snow cover.  Absolutely dead...no fish activity whatsoever.  Also had the entire place to ourselves with the exception of a couple of guys drilling holes near shore for perch.  No shelter and they didn't last long.

Fished it both days over the weekend.  Good ice 12-14", lots of fishermen/ families Saturday, fewer Sunday.  Quantity of catch good, quality somewhat lacking (80% less than 14"). Catching times best between 7:30 - 9:00am & 1:30 - 2:30pm.
