Really shouldn't be too hard to make a couple from spare parts. you can find instructions for home built tip ups/tip downs online.
Make a cross out of two pieces of wood( screw them together) and put two screws on the side of it sticking out of the wood a little bit to wind up your fishing line on. I know it sucks but hey if you don't want to spend any money that's your ticket.
It can be as simple as running line around a beer can. Just put the can far enough from the hole where you can go grab it when you hear it skidding across the ice.
Reminds me of the time i spent the night on Mille Lacs lake in MN with no rattle reels....ended up tying a few busch light cans to the line, simple and effective!
