eskimo shark 10 inch auger

HELLO   ;D ;D ;D   
i was given auger from buddy at work
i need to replace handle andstrap or bracket that holds fuel tank
best thing is it was free and obviously no used much as price tag  is still on power head and auger blade
problem is  don't know how to run it   [ starting procedure ] how to maintain it  ???  ??? ???
another thing  this auger has not been run in 2 or 3 years  any thing i should
do before trying to fire this thing  ??? ??? ???
is it common for these things to seep oil ??? ??? ???
it is a  Eskimo shark. silver tag says its a 2004 and 51cc
any info or opinions would be helpfull

mine leaks a little oil (gear oil)  ,i would just clean it up and retighten everything,my fuel tank straps broke also but you can make a new one easy enough,also the primer bubble dumps fuel directly into the top of the carb so if you pump too much it spills out the side.Free is very good ;D

Maybe 2 large plstic ZIP/Wireties ties would work to keep the tank in place.

thank you is it common for these bolts to loosen up and if so will a little lock tite work [medium strength] to stop it

i was thinking about doing that but seeing i got it for free why not just order the right parts 
what could it cost  not to much i think and i would have a nice clean auger
