I have also looked for them to no avail. I got a cheap set of boots that I am going to put some short screws into the soles.

i was looking a couple of years ago and couldn't find anything for my son, so i just bought him a cheap pair of these http://www.peterson-outdoors.com/IceCleats.htm, and tied a knot in the stap to shorten them up,  tie the knot on the side so it doesn't get in the way and they have worked for the past couple of seasons.

I did the same thing and they worked ok but my daughter still had a hard time walking because the cleats were too tall.  It was  kind of like an adult walking with a 2x4 strapped to the bottom of their foot. I thought about bending the metal cleats down a little so it would be easier for her, but I have not done it yet to see if it makes a difference.

You might want to try Stabilicers Lite.  They're made in Maine and come in a small size...don't know if they make them in kid's sizes.

I use size #10 hex head sheet metal screws 1/2 long. They're not too long to go into the bottom of the boot to create leaks or into their feet. The screws are cheap enough for a box of 100 for around $5 ,I use them myself without any issues..
