I saw one shanty in the very back of the Union Ship canal yesterday and no one around the sand piles.  Looked like there was some slush still on top at the sand piles.

Fishing near the sand piles is awesome from a canoe. everything from crappie to trout to pike. i want to try it through the hard water. the union shipping channel is also good spring fishin. what is the best way to get to the water at the union channel

From what I've seen you have to go to the back of the canal to get to the water.  I've seen guys drive back there to park and get down there.  Can't tell you any more than that as I've never been there on the ice.
