If you are allowed, chum some maggots down the hole.Sometimes this sets them in a feeding frenzy and will get them going. Also I like to hook maggots very lightly which allows them to squirm on the hook and this will set them off.

What are you currently using for bait?  Also, how big is the hook size?

Somedays fish just don't want to bite, but for me a waxworm on a small hooked "glow" teardrop works pretty darn well.

I'd recommend the above comments, promptly followed by a full fledged "fish dance" performed by yourself for all to see.  The bull gills like a humble yet confident fisherman.....:)

If legal, put on a # 14 or 16 ice fly with one spike about 8" below your main jig its silly how fast they'll chow it!! I don't fish without one anymore.

What ever you have on that they are just looking at. when you tie it on just leave about 12" of extra line. run it back thru the eye and tie  on your dropper. some guys i know add a tiny split shot between the jig and hook. a plain #16 hook.
the dropper must be weighted or it tangles on the fall.

Go to the blue gill section and check out the dropper flies posts that should help.
As for the spikes i like red ones best, white second. Try a pet shop or bait store. (duh)

I agree two hooks are better, [ try slowing down your presentation } this work for me, if your watching your vex keep your jig just above the fish.

like bluegills are a mystery???   :)  I imagine they're tight lipped at times, but geepers - you can put a 2 yr old kid on 'em.

Go bigger, and take those gills as consolation!!!!

Vados baits online. If you buy maggots get some red and some white ones as the color does seem to help.
Wax worms also work well.
Also a lot of the pet stores carry maggots for fish food. All of our bait shops in western Pa. sell maggies and wax worms.
I have also caught a lot of bigger gills on small (1''-1 1/2") minnows, lip or butt hooked on a tiny tear drop. The red or green colors work good on these.

I would also add to all the good advice given previously to make sure your jig does not spin when stopped this can make an huge difference.  Light line and fresh line with no kinks or twists will pay big dividends!

Good luck
