I'm from Northern Vermont, so I don't know the bait shops in that area. Try posting the question on the Vermont ice shanty forum or the Vermont Fish and Wildlife website lists bait dealers around the State.

The only one I know of near southern vermont on Lake Champlain near Crown Point/ Port Henry area is Norm's Bait and tackle. Well equipped, been there forever.
