Sure, try it. Marinate them in Gulp Alive or sardine oil out of the can or WD40. Dye them some odd color that strikes your fancy. Draw little eyes and fins on them. No rules. It's man vs fish and all is fair.
We're born, we live for a while, and then we die.  Sounds like a good reason to go ice fishing.

When juggin'  I look for the cheapest hotdogs in the store. They usually have the highest fat content and therefore may approach neutral buoyancy in the water.  This is critical if one is to avoid constant hang ups.  The neutral buoyancy dogs tend to roll over snags.  I cut them in thumb knuckle
sized pieces and marinate them for a couple of days in my secret recipe that involves "11 herbs and spices" A key ingredient however is green Jell-O
which serves two purposes.  First it gives the bait a good color and second it keeps them from winding up in my Thursday night mac & cheese casserole....
