Whats the best lake in pa for icing some trout?

There are lots of good trout lakes in the state  and each lake has different rankings from different people . What part of the state are from? And do you want to stay local or travel?

Check the stocking schedule. There's lakes that get stocked late in the year in hopes that trout can be caught through the ice.

Hunters lake is usually a pretty good one for trout

Briar creek lake out from the dock is pretty good too before dark.

From the Dallas area I have caught more trout on Moon over in sweet valley and nothing but trout in Irena in Hazleton.

You don't need to travel any meaningful distance in PA to find trout.  The state is virtually polluted with stocked trout.  To find a nearby lake with trout, all you need to do is to visit the PA fish commission website.  They have a listing of approved trout waters by name, by county and even by stocking dates.  You can access the database at the following link: http://fbweb.pa.gov/stocking/TroutStockingDetails_GIS.aspx.

When you are searching, you may want to look for lakes that have been stocked in the fall or winter (10/1 or later).  Just remember, most approved trout waters in PA are closed to fishing between 3/1 and opening day of trout season (April?).
