Tipping your jigs

I don't know if there is a tried and true science behind this but I've had different results with different baits when tipping my jigs. I've found that crappie and perch like the jigs tipped with shiner while bluegills like it tipped with worms. This isn't always the case but it seems like most of the time, bluegill will flat out refuse to bite or just nip a jig with a piece of shiner on it but will hammer one with maggots or crawler. It seems like crappie and perch prefer it the other way around. Any thoughts?

When jigging for pans I find they will all hit a jig tipped with a mousie or spike but if I'm trying to weed out the gills or dink yellows and concentrate on Crappie I'll switch up to tipping with shiner parts, I just use a pair of scissors and snip them into 3 or 4 pieces... I've found that this makes the bait a bit big for gills and dinks but not big enough to get the attention of a slime dart that wants to pluck that pricey little tungsten off my 3# line... but just the right size for crappie or small bass.
