Its some  plankton release that attracts baitfish into one area.  banned in two states.

From reading the website I believe that its some sort of light emmitting device, thus the lowlight hours effectiveness.

you are correct in assuming about a light. it is about 4 ft. long but if you go to cabelas you can find smaller ones for alot less money. just my .02
