I would use Loctite   Vinyl, Fabric & Plastic   Flexible Adhesive.  Would be your best bet!  GL

Might try Tear Mender - most hardware stores have it.  Works great on boat tarps and I have also used on my Clam flip over house cover - been on there 5 years.  Stuff is thin milky texture - smear it on both the patch and the tarp - let it dry and stick it together.

This subject has been touched on before and one of the products that came up was Barge all purpose cement. One is for industrial use and has higher voc's than the homeowner variety and is the
one to get. I got a quart off the web. I use it to patch my flip-over. You can buy canvas from a fabric store and cut a piece to any size. The cement is flexible and has held up to a few years of temps
-20 F at times and shows no sign of coming apart.

a normal solvent based contact adhesive will work. It will be very strong, it will not come off, and not cost alot. But it will stiffen it up a bit, that sometimes can be exactly what you want or exactly what you dont want depending on where its going. Around the bottom you may want it stiffer so it would work good.
