If you are getting bit off using 17lb fluro either its not a salmon or your knots aren't good.
I caught a salmon last year with 4lb leader.

Use super glue on your fluro knots.

Use fluoro leader such as Seaguar or Maxima. Don't use fluro line. Wet your knots. Generally I use 6-8lbs without a breakoff.

All I fish for is trout and salmon and I use six lb flouro I would never use anything heavier or I would get very few strikes its either your knots or you have a pike or large pickeral on or your horsing them in that's the only things it can be I have landed several salmon in the mid to high teens on 6lb.

I use regular ande 12# about 4ft long and don't horse em. Never had a break off. I've caught broodstocks on wire before they aren't leader shy under the ice. I do stretch my leaders out before so the baits don't tie over hand knots in the leader. Thats the kiss of death and happens a lot with the lighter leaders especially if you don't use weight.
