Absaraka emergency crews today???

A friend just drove past Lake Absaraka in Cheyenne and he said there were a bunch of emergency crews cutting holes in the lake? Anybody know if anything serious happened or if it's just a training exercise? Any help would be appreciated. Thanks.

Probably a training exercise.  They do them every year, thankfully.
