just keep moving around.  sometimes you only have to move 20 feet.  we fished saturday in 16 fow in an old stump field and one string of tipups caught 4 and the string 20 feet away caught none.  there is really no answer for the sacandaga.  it took us about 5 years of moving around before we found a spot that produces well.   If you are frustated after 3 times out then you might better find another lake to fish.  if there were 174 eyes caught at the walleye challenge and say 700 people had five tipups in, that is only one eye caught for every 20 tipups in eight hours.

If you are fishing in the evening,I would fish from 4' to 14',bait one foot off the bottom, location I like sinclair point and north along the shore. have always caught walleyes there. good luck  :icefish:
