Do you understand the idea behind dead sticking?

Basically you leave the bait alone.   If I am fishing alone, I usually drill another hole in my shack and set up a rattle reel.
This allows me to have a "do nothing" rig in the water at all times.

You need to keep it far enough away to keep tangles to a minimum when you are catching fish.

I usually jig in one hole, and have the rattle reel for the other.

thanks i usually place a shiner on a northland glow hook. a foot off bottom. but i have not caught any thing yet on this presentation.

Sounds like you might want to hook your shiner so it isn't swimming too hard.  It is best when all they do is flap their tail once every 30 seconds or so.  Try hooking your minnow parralel to the body right along the dorsal fin so he can't run so much.  Finnicky walleye aren't going to pick up a deadstick minnow that swims away from them every time they get close.
