Have some glow jigs, have all of your holes drilled an hour or so before dusk, and don't be afraid to go shallow.

Shallow shallow shallow.. 5-10 feet
Big minnows.. Jigging seems to be less productive than tipups after dark

I will be running 8 frabill thermals with lights and 3 foot mono leaders. you suggest pike bait? Or mediums?

On tip ups I use chubs or shiners in the 5-6" range. If I only have minnows, I try to find the biggest ones I have and put 2 on each rig. I use treble hooks and hook one minnow in the back and the other through the lips.

8 Lines per angler in VT on inland waters with Lake Champlain being the exception, with 15 allowed there.
