Its a private tournament for some club.. i talked to the guy at the south launch last time i was there and thats what he told me

Its a tournament for the sportsmans club. I dont know if its open to the public...

I'm a member of the St. John's Sportsmen's Club.  This is not a tournament or derby per se, it is just an annual get together for the families and kids to see if we can hook on to some fish, have some hotdogs on the ice and the big prize of bragging rights for the year.

This is a private, fun event for the members, families and friends, but if you are out on the ice and see us there, feel free to pop over and chat.

So its a gathering thats just large enough to need to pull a permit.

According to the 2010 Angling Guide:

COMPETITIVE FISHING EVENTS
Persons and organizations holding fishing derbies or tournaments
that have more than 25 participants must obtain a free Competitive
Fishing Event Licence four weeks prior to the event. Licences are
available from Fisheries Branch, 200 Saulteaux Crescent, Winnipeg,
Manitoba, R3J 3W3 - (204) 945-6640 or contact a Manitoba Water
Stewardship Office in your area (see page 10).
All participants must have a Manitoba Angling Licence unless
exempt (see page 3). All walleye, sauger, trout, smallmouth bass, and
channel catfish entered must be released. Further restrictions may be
imposed. All fish caught and retained for use in a competitive fishing
event are considered to be in possession and part of the angler’s daily
limit.


I wouldn't consider this 'Competitive', as there are no prizes.  It's just a bunch of guys and kids getting together and ice fishing while having the usual 'BS' about the one that got away.  I don't see why a permit would be required.

Where and who called it a tournament was the first post.  Its a fun fishing day and no permit is required for that. Have a great day on the ice and ENJOY!  (i will stop by an say hi if i'm on the lake that day)
