Noise still affecting the fishing

As I fish this season...it just seems that the noise from someone driving fast through causing very loud ice cracks and subsurface water wake is making the fish scatter. Usually the noise wouldn't bother the fish and at times it makes them bite at the moment just before. However it seems like this is not the case. Most of my fish hot bite happens in periods when nobody is hustling and bustling about in the area. Go figure...Maybe there needs to be a lot more activity, then once the fish gets use to it, things wouldn't matter anymore.
