per this site:
http://wildlife.state.co.us/Fishing/Reports/Pages/IceFishing.aspx
Monument Lake (El Paso County): This 40 acre lake is located just west of the town of Monument. The lake is completely covered in ice, and people have been reported ice fishing. Most of the ice is 4-5 inches thick, but anglers should use caution as the ice thickness can vary from day to day and on different areas of the lake. For updated conditions, contact the CPW Colorado Springs Office (719-227-5200) for current conditions.
