Cut bait?

Was trolling through Wally world the other day,noticed in the frozen section they had smelt,they were headless and gutted.Would they make a good cut bait?I no nothing about them,but I'm always looking for a new edge in bait.

I am sure they would work to some degree. Probably would be a better jigging option, or tip ups for pike. JAT
