jigging tip-up

saw a guy the other day with a tip-up that when the wind hit something the thing would jig the line. is this a windlass tip-up? or what is it? anything is great

Tried to "fix" the link until my fingers bled yesterday . . .      !!!   As soon as I discovered the link did not copy completely.

Ended up deleting the message several times and re-doing everything all over, did I rember to say several times??? This is annoying. Techno is great, until it don't work right!!! Have NEVER encountered anything like this before. The link looked fine in my reply, looked fine in preview, then when copied, the words were replacd with the "..." I ended up finding another link. The site has several HT videos. So, if the new link above still does not work, try the word search.
