People have been lighting up the ice and underwater depths for a lot of years for catching crappies, walleyes, and trout of many years.

Check the book on page 13.  An underwater light would be considered a "jack light".  It almost bit me a few years back as well...luckily I asked the question before using my brand new submersible lamp  :(

Ilegal in MN too!!  They sell some lights here that are meant to hang off the boat or down an ice hole.  On the package it clearly says that underwater lights are ilegal in most states when used for fishing.  Had a guy tell me that only two states actually allow you to use them but maybe there are more.

Sitting a lantern next to your hole is nearly as effective for Smelt.

I have had limited success with them ice fishing but during a crappie spawn ..set up shallow aand it got stupid! You could throw anything.

If your ice is thick enough, say over 12", alot of times you can drill a hole that is about 3-4 inches from breaking through, and put a lit lantern in it. at night it has the main effect of helping locate your lines, but also acts as an added attractant, working nearly the exact same as a submersible light, and since the main use is to locate lines, most states don't have TOO much issue with the practice......
