It isn't clear? My spin on it, the bracket gets mounted vertically on the inside of the tub. The shelf sits inside the tub on the bracket until needed. When needed it slides up and then tilted horizontally for use. That's my guess?

Would beefing up the sled with a block of wood by the bar help?

Agreed. It says universal ..I believe it was originally called a Grizzly Table or tray..but since that line up is discontinued its been renamed.
