Iowa DNR has been recording the locations of rock piled, brush piles and other structures when they build and renovate older lakes.    Does SD do this?

SD GFP does very little in the way of cribs, christmas trees, or other structure.  Most of our lakes are "new" and have tons of easily determined locations where road beds, rock piles, farm machinery, trees, etc. have been over taken by rising water.  All you need is google earth to look at the location of the old shorelines, and all the structure mentioned above.
