   Perch eyes.....to get the first one try frozen minnows or mealworms. when I'm filleting perch I take the eyes out and freeze them so I have some for next time -maybe not as good as fresh but it works.

Perch can usually be caught on most small lures.  They can be caught with small jigging Rapalas and jigging shad raps, small spoons like a mini Len Thompson, Swedish pimple or jig-a-whopper. Small jigs will also catch perch. You could tip all these lures with tiny minnow, grubs,waxworms or maggots and even tiny scented plastics like 1 inch Berkley power bait will work at times. A lot of anglers use perch, walleye eyes or belly meat.
If the perch are finicky you can use a dropper rig.

We use freshwater shrimp. Drill a hole in shallow water where there are weeds, get a long stick and put a couple nails in the end of it, put the stick down and turn it and pull it back out and pick all of the shrimp out of the weeds. You can keep them alive for quite some time in a gallon pail of water as long as you bring them in at night so they do not freeze.

They'll bite anything, fishnut.  Perch eyes on yr little jig is best, but to start the eye out of the tullibe some litterbug left on the ice will do. (Surprised me since they're so big but it works!)  A piece of bacon or deer meat will get you started as well. Frozen minnows, mealworms, powerbait, all proven.  Some guy was telling me his dad used to chum with corn and catch them on corn so I'm going to try that next.  The chumming thread on here went into a dead-end.

Is it legal to chum? It's common practice in a lot of countries. I always clean my fish right away and deposit the remains down my fishing hole. You'd think it would be a natural attractant. The stink doesn't get any more natural than that.

I read that, and wondered how that could be when carpers in Ont. cook and chum tons of corn so I tried to look it up and the only reference I could find in the Ministry regs said that it was against the rules to chum in the 2005 Kapuskasing ice fishing derby. In Saskatchewan chumming is certainly legal, but if you clean your fish on the ice and throw the guts down the hole you're guilty of littering and liable to a hefty fine.

I guess Im wrong...I have been searching the regs and other documents looking for the info..but no luck...Thats what I get for taking a buddies advice a few years back.. Anyways...I can find nothing that states either way if chumming is legal or illegal in Ontario..

Don't feel too bad about it, I know from experience in other provinces that there may well be areas with special regs ie: stocked trout waters or something similar that forbid it and it will only show up in a special regs section.  When in doubt check really close or phone yr local mnr officer.  B.C. is really bad for that, every mile of river sems to have it's own set of rules.

You may be able to get away with it but you really shouldn't be doing it for obivous reasons. Ever think there is a reason it's illegal even here in the U.S.?
I live in the midwest now but have fond memories of fishing in New England as a kid.

It's a matter of degree what's bad and what's merely naughty.  If they let you shove yr little pile of perch guts down the hole, then it's legal for the knobs from town to clean a barrel full of dogfish and leave the guts laying around so it looks like someone killed a deer there.  If fishermen can't leave the place clean, they should just leave the place.  I had issues with those guys and even gave them bags to put their trash in and all they did was go 1/4 mile north and dump them out. Contrary to what yr mom told you,  it doesn't take all kinds to make a world, we just happen to have all kinds.  btw, I've done all right in circuit court too (Craik years ago)  I think it was in the legion hall then. ;)

About a year ago a few of us had a debate about putting Fish Offal in the water and here is an email I sent to SERM. Just below that is the (brief) response I got back. I guess the question below was posed for open water, I'm not sure it makes any difference or not.

The question we asked was....

"A group of us were recently discussing if it was legal to put fish remains in a lake here in Saskatchewan so I thought I would do some research on it.
 
I looked at the Fisheries Act and it indicated, 36 (1)(b) No one shall leave or deposit or cause to be thrown, left or deposited, on the shore, beach or bank of any water or on the beach between high and low water mark, remains or offal of fish or of marine animals.
 
I also looked in the Saskatchewan Fisheries Regulations which indicated, 88 - No person shall dispose of fish offal in a body of water within 300 meters of a buoyed swimming area or public boat launch.
 
From what I can gather from this fish offal or remains can be deposited in a lake in Saskatchewan providing it is not within  300 meters of a buoyed swimming area or public boat launch. Further more, fish offal cannot be left on any shoreline unless it is buried above the high water mark.
 
Please let me know if our interpretation of the Act and Regulations is correct."

Mike M - The rules on disposal of fish remains back into the water body are similar in Manitoba and Sask.  It is legal.  If it was not, a lot of commercial fishermen would be required to haul their catch intact back to their camps.  I'm sure many do, but many others clean the fish while they are still soft, and dump the remains on the ice to feed coyotes, foxes and ravens.  What is left goes back into the ecosystem when the ice melts.  Our Lakes Manitoba and Winnipeg have numerous piles that disappear through the winter.

And back to the topic at hand, I usually use salted minnows, often chopped into 4-5 pieces on a 1/16 oz jig, usually chartreuse and orange or white and red.

Although everything that has been said works, i think that perch eyes work the best, not only will you catch more fish but you will not have to change your bait as often.

Dumping fish offal in one spot is not natural. Fish don't die all in one spot or all at one time. What we humans do is never natural.

As a fish culturist I remove dead fish immediately from my ponds as it's a good vector for the spread of saprolignia (parasitic fungus) and bacteria. When I raise fish in floating cages one fugus covered fish can quickly spread spores to the other fish if they are stressed by adverse weather conditions like a colder spring that takes a while to warm up, or stress from spawning.
I live in the midwest now but have fond memories of fishing in New England as a kid.

no I'm not from Sas;  I'm from Pennsylvania.  It's legal here to use live minnows for bait just figured it would be legal to do that in Saskatchewan.  What's the thinking behind not allowing you to use live minnows for bait?  Is it a question of the minnows escaping and polluting the lake with a foreign species?

The reasoning for not using live bait is not to introduce bait fish un-natural to that lake. If a species not in that lake takes ahold, the balance could be changed and upset. Do they have ice in Indiana?
