does anyone know why??

does anyone know why the PA LAKES AND CONDITIONS topics are locked? it's going to be booger freezing cold the next couple of nights and i would like to know if any lakes are skimmed over yet. once skimmed over it doesn't take long to add a few inches at single digit temps.
