There is basically no water there now with the current lake levels.   The boat ramp was unuseable by the middle of the summer.  You're better off heading to Minneconju.  The river is still open to the Cheyenne, I am not sure how much of the Cheyenne is frozen or even if there is ice to Minneconju yet.

Cheyenne River Arm of Lake Oahe.  Foster Bay is at the far west end, it's handy to put the boat in there and then run a couple miles east for good fishing.  But, low water levels make it not usable.   Regardless, there is not much for fishing right around the ramp, you always travel east.  Minneconju is another boat ramp about midway down the Cheyenne Arm.  I don't know if there is even ice to that point yet.

alright, nevermind.  I was hoping I could head to the river over the 12th, and figured I wouldn't head to mobridge because of the tourney going on.

I'd give Carl's Bait Shop or Dakotamart in Pierre a call to see how the ice is.  If there is ice it would be worth the trip.  I'd be interested in heading there later in the year, say February.
