whats up with the 2/13 belmont tournament?

Just called henrys and somethings up with the park district, not letting them get the permits to allow this...  they told me to just call back later in the week for an update, but dont they think that people will be there fishing regardless of getting the permit? so why cant they have the tournament with out the permit??

Anybody can fish.  Must have permit when cash is involved and liability reasons.  If somebody gets hurt during a tournament without a permit, do you think the tournaments organizers insurance will cover a claim?
