Most plastic smell is the plasticizer coming out of the vinyl (PVC) parts. If they rely on an excess of this plasticizer to keep it from cracking in low temps, you are out of luck. If it is just overdone for no good reason, you can set it up in the summer in the sun, and the temperature will drive it out of there at a much higher rate. Might reduce the amount you notice next winter. Do you store it with mothballs? That will absorb into the vinyl in the summer, and come out in the winter.

A dead mouse, squirrel, bird, nuisance neighbor etc... will fix that "smell" but will raise more questions over time....
